  • Deposit: $25.00 -> I am currently trying to set up a way to do the deposit through LeagueSafe. For now, owners should count on a mandatory $25 deposit to LeagueSafe that will be returned after the third season is paid for (which means we're looking at a deposit return around October/November 2020 for owners that join the initial year the league is formed, later for those who join after the initial year). It also means that the initial entry fee is $100, with subsequent renewal fees at the normal $75 and the opportunity to receive your deposit back if you stick with the league (that's the whole goal, here!)

Additional League Rules: 

  1. Commitment to “active, responsive, competitive, and fair” participation at all times. Owners who are “AWOL” (defined as owners who have either not logged in to the site and/or who fail to respond to commissioner communications for a period of 21 consecutive days or more) may be removed from the league and replaced at the commissioner’s discretion.​​​​​

    1. (a) - Commitment to participating in voting within a reasonable timeframe whenever a league-wide poll is introduced. For this purpose, a reasonable timeframe is defined as two (2) weeks, unless the commissioner specifies otherwise.​

  2. Owners agree to maintain a legal roster at all times (per Rule 1a) and are not permitted to trade players while their roster status is illegal. Owners may have up to 48 hours to correct an illegal roster that is the result of a recent transaction (add/drop, waiver claim, trade, etc.). Owners that abuse this rule will face penalty at the discretion of the league commissioner.

  3. Owners agree to a soft in-season salary floor of $315. For every five (5) dollars below $315, the team in question is subject to a one (1) dollar tax to be applied to a single player rostered during the arbitration period, chosen by a league-wide vote involving the other eleven (11) team owners. For this rule's purpose, a team ending the season with a team salary of $314 will receive one (1) dollar in tax toward a single player, while a team ending the season with a team salary of $309 will receive two (2) dollars in tax toward a single player, and so on. In the case of a team being subject to multiple tax dollars, only one (1) player can be chosen by vote to inherit all of the tax dollars accrued. ​The tax dollars will be added manually by the commissioner via the commissioner tools.

  4. Owners agree to a hard in-season salary cap of $475.​

    • AMENDMENT: In August of the 2019 season, the league unanimously voted that this would be increased to $485.

  5. Any owner may propose a rule change to the league, but all rule changes must be ratified by league-wide vote. A proposed rule change must receive at least eight (8) favorable votes to be ratified. League votes may only take place during the Ottoneu arbitration period.

  6. In rare instances, the commissioner reserves the right to call a league-wide vote to replace an owner in the league. Owners must receive at least eight (8) unfavorable votes to be replaced.​

  7. Owners that are replaced will not receive refunds for league prize payments. Owners that quit the league will not receive refunds for league prize payments.​

  8. Owners must renew their team for the next season by the third (3rd) day of arbitration in a given arbitration period. If an owner does not renew their team by the third day of arbitration in a given arbitration period, he/she may be removed from the league and replaced at the commissioner(s) discretion.​

  9. Trades including any type of loan are not permitted until June 15th of a given season. ​

    • AMENDMENT: In August of the 2019 season, the league unanimously voted to move this date up to June 1st. ​

    • AMENDMENT: In August of the 2019 season, the league unanimously voted that trades occurring from the March 40-man supplemental auction may include up to three dollars ($3) in loan per trade.

  10. Trades that include explicit reciprocal conditions (“I will trade you X if you trade X back to me in three months”) are not permitted.​

  11. Owners are not permitted to complete a trade during the off-season (defined as the period between the end of arbitration and the keeper deadline) if their team's salary totals more than $425 before the completion of the trade.​

  12. Unless otherwise specified, standard Ottoneu rules apply. These can be found at https://ottoneu.fangraphs.com/rules. Commissioner(s) reserve the right to make adjustments to rules at their discretion for the benefit and competitiveness of the league.

Non-Rostered Minor League System ("MiLB$0"):

Each of the twelve (12) teams in the League may draft up to the maximum of ten (10) minor league players (“MiLB$0”) during the inaugural prospect (snake) draft in March, 2019. The maximum number of MiLB$0 players an owner may roster or draft at any time is ten (10).

  • AMENDMENT: In August of the 2019 season, the league unanimously voted to increase the maximum possible total of MiLB$0 players rostered to twelve (12).

Unless they are added via trade (AMENDMENT: August 2019), MiLB$0 players may only be added during one of the two (2) biannual prospect drafts:

  • Draft 1: March (immediately following league auction)

  • Draft 2: July (during the All-Star break)

With the exception of the inaugural MiLB$0 draft, the MiLB$0 draft order will be determined by reverse order of current league standings. Each owner has up to 12 hours to make their MiLB$0 draft selection per round. Draft selections should be posted by each owner to the league message board. The format for posting a pick is as follows:

  •  Round/Pick, Player, Position, Team, Next Team On Clock -> 1.1 Joe Random, OF, LAD, DCO on clock

With the exception of the inaugural MiLB$0 (snake) draft, biannual MiLB$0 drafts will be a straight draft. For this rule's purpose, the team currently in last place at the start of each biannual MiLB$0 draft will potentially receive the first pick of each round, and the team currently in first place at the start of each biannual MiLB$0 draft will potentially receive the last pick of each round.​

MiLB$0 Draft Picks (AMENDMENT: January 2024)

a) Ineligible Player Selection - GMs will be able to make up their pick as soon as it is realized. The clock will remain rolling, no matter how many picks it takes to realize, with other GMs still eligible to make their selections unencumbered.

b) Clock Running Out - GMs will be able to make up their pick as soon as it is realized. The clock will remain rolling, with other GMs still eligible to make their selections unencumbered. The exception - if a GM's clock times out and they don't check in or make their pick before that GM's next selection is due, that next selection and any future selections will be skipped automatically until their next check in.

 

Further notes related to above (a) and (b):

- Regarding a case where there is a skipped pick in the last round by a GM who has no previous skipped picks during said draft, the draft clock will be extended by up to 12 hours to afford the GM the opportunity to make up the pick.

- Regarding a case where a GM has multiple skipped picks due to their clock timing out, the draft clock will not be extended for any makeup picks.

Following the inaugural MiLB$0 draft (March, 2019), owners must “earn” all future MiLB$0 roster slots by meeting (greater than or equal to) various At-Bats (ABs) and Innings Pitched (IP) thresholds. The thresholds are:

  • 12 slots - 7000 AB, 1500 IP

  • 11 slots - 6500 AB, 1400 IP

  • 10 slots - 6000 AB, 1300 IP

  • 9 slots - 5500 AB, 1200 IP

  • 8 slots - 5000 AB, 1100 IP

  • 7 slots - 4500 AB, 1000 IP

  • 6 slots - 4000 AB, 900 IP

  • 5 slots - 3500 AB, 800 IP

  • 4 slots - 3000 AB, 700 IP

  • 3 slots - 2500 AB, 600 IP

Threshold achievements are set by the team’s stats at the conclusion of each regular season, which will determine the total number of MiLB$0 slots for each owner for both MiLB$0 biannual drafts (March & July). For example, a team that finishes the regular season (October) with at least 6500 ABs and 1,400 IP will earn eleven (11) MiLB$0 draft slots for the March and July MiLB$0 drafts.

With the exception of the inaugural MiLB$0 (snake) draft, your first pick in every subsequent MiLB$0 prospect draft will be the round after the total number of MiLB players you have kept. For example, if you have earned eight (8) slots and kept six (6) players, you will not receive a pick until round seven (7). Likewise, if you have earned ten (10) slots and kept five (5) players, you will not receive a pick until round six (6).

The following players are ineligible for MiLB$0 status and cannot be drafted:

  • Unsigned (amateur or foreign) players

  • Players with any MLB experience (1 PA or 1 IP)

  • Any player that is currently owned by another team in the league

MiLB$0 Transaction Rules: 

MiLB$0 players will be owned outside of the standard Ottoneu 40-man roster system for a salary of $0 each (with ownership and transaction history managed by the commissioner in a separate spreadsheet [Google Sheets], while also tracked (current only) via the Restricted Player tab from the league homepage on Ottoneu). MiLB$0 players are considered “non-rostered” (not included as part of a team’s salary or roster limits), and are ineligible to receive annual arbitration allocations so long as the player has not been added (“called up”) to any owner’s standard 40-man Ottoneu roster at any point during the year.

MiLB$0 players may be “called up” (added) to an owner’s standard 40-man Ottoneu roster at any time by announcing the transaction to the league via the league message board. MiLB$0 players must be added to an owner’s standard 40-man Ottoneu roster within 72 hours after the MiLB$0 player incurs his first MLB PA (hitters) or IP (pitchers). Upon “call up”, the league commissioner will add the non-rostered MiLB player to the owner’s 40-man roster for a salary of $1 (regardless of how long the owner has actually owned the player), at which point the player will be considered “rostered” and immediately included in the team’s salary ($400) and roster limits (40).

  • AMENDMENT: (January of 2024)

    • Players are eligible to be rostered on a GM's MiLB$0 roster, assuming all other eligibility requirements are met, until they reach 130 AB or 50 IP. 

      • If a player is promoted by his Ottoneu GM prior to reaching those marks, he will be added with a $1 salary.

      • If a player is not promoted by his Ottoneu GM prior to reaching those marks, he will be added with a $5 salary.

  1. MiLB$0 players cannot be added to the non-roster portion of an owner’s roster via the standard Ottoneu free-agent or waiver system by starting a player auction.​

  2. The maximum number of MiLB$0 players a team can draft is twelve (12); the maximum number of MiLB$0 players a team can own at any given time is also twelve (12).​

  3. MiLB$0 players may only be traded during the off-season (the day after arbitration ends through the keeper deadline); all MiLB$0 trades must be completed prior to the Keeper Deadline as set by Ottoneu, Inc.​

    • AMENDMENT: In August of the 2019 season, teams unanimously voted to allow MiLB$0 players to be traded from the conclusion of the March supplemental draft up until the Ottoneu Keeper Deadline (January or February), except during the mid-season supplemental MiLB$0 draft and the Ottoneu Arbitration Period (October-November).​

  4. MiLB$0 draft picks cannot be traded.​

  5. MiLB$0 player trades should include the full name of the prospect in the notes section of each trade; owners must also announce the MiLB player trade via the league message board.

  6. MiLB$0 players may be “called up” (added) to an owner’s standard 40-man Ottoneu roster at any time during the calendar year, except the days in which a draft (annual auction or prospect draft) is in process.

  7. Owners are required to “call up” a MiLB$0 player before they can cut them from their roster. The league commissioner will add MiLB$0 players to league rosters using manual commish tools. All MiLB$0 players that are cut during the regular season (February 1st - October 1st) will incur a $1 cap penalty.

  8. MiLB$0-only trades (trades that do not include any players currently on 40-man rosters) must be announced via the league message board, are not subject to veto by the league, and may be executed immediately by the commissioner.

  9. MiLB$0 players that have been “called up” by their owner cannot be sent back down to the MiLB$0 roster, even if they are demoted to the minor leagues in real life.​

  10. MiLB$0 players that receive their first PA or IP in the month of September must still be “called up” within the 72 hour window.

  11. AMENDMENT: In August of the 2019 season, the league unanimously voted that MiLB$0 players promoted by an owner from his/her MiLB$0 roster to the 40-man roster mid-season and then cut before the mid-season supplemental draft are eligible to be drafted by any of the other eleven (11) league members, so long as the player maintains MiLB$0 eligibility. Owners cannot draft their own previously cut MiLB$0 players during the mid-season supplemental draft, to be enforced on a year to year basis (previous ownership will only track year to year, not eternal). The commissioner will not provide a list of available players, so the responsibility will fall on each team owner to do the research if they wish to take advantage of this rule.

  12. AMENDMENT: In August of the 2019 season, the league unanimously voted that if the MLB Rule 4 Amateur Draft signing deadline occurs during or after the conclusion of our annual mid-season MiLB$0 draft, owners may select unsigned draftees for their MiLB$0 roster. However, if that player does not sign by the MLB deadline, the owner will forfeit that player's rights from their MiLB$0 roster immediately and essentially lose the opportunity to utilize that MiLB$0 roster spot until the next supplemental MiLB$0 draft.

About the League

The 108 was created as a way to take the Ottoneu experience to the next level.

 

I searched the last couple of years for a league that balanced competitiveness with more of a dynasty aspect, but never found that balance, so I decided to talk to several Ottoneu veterans about what they would want in a league in hopes to create something that appealed to the masses. It took over a year, but we are finally live! 

While the main goal is to maintain a competitive league with active and engaged owners, it is also important to have fun. If you don't love baseball in all of its glory, this league probably isn't for you. If you do love baseball... Welcome!
